The aim of this program is to improve academic excellence by offering scholarships to foreign students who are citizens of an African or European country other than France and are admitted to a master’s program at Université Laval.
University of Laval is a public research university in Quebec City, Quebec, Canada. The University was established by royal charter issued by Queen Victoria in 1852, with roots in the founding of the Séminaire de Québec in 1663 by François de Montmorency-Laval, making it the oldest centre of higher education in Canada and the first North American institution to offer higher education in French.
In the 1950s, the university which started in Old Québec, moved to a new campus in the suburban borough of Sainte-Foy–Sillery–Cap-Rouge. The University of Laval is rated among the top 10 Canadian universities in terms of research funding and holds 4 Canada Excellence Research Chairs. The name ‘Université Laval’ is not translated into English like most institutions in Quebec.
As of 2002, Université Laval offered more than 350 programs to over 38,000 students. The university also attract over 2,500 foreign students every year and has about 1,000 students drawn from Canadian provinces outside of Quebec.
However, most students come to the university for the Français pour non-francophones program that offers instruction in French as a second language to students from Canada and around the globe. Université Laval is also the only university in Quebec which trains forestry engineers.
Since the mid-1980s, Université Laval has offered distance learning and more than 30 programs and 400 courses are offered by distance learning, of which 80% are attainable from the internet.
Université Laval has also received research funding from Huawei but has kept the details of the funding confidential. In 1938, the university launched its department of social, political, and economic sciences signaling a change of approach that continued into the 1960s, based on an idea of higher education as the key to social justice and economic productivity for individuals and society.
The royal charter that established Université Laval in 1852 was designated a National Historic Event in 1972.

The University of Laval Masters Scholarships of $7,000 per year is renewable once.
Eligibility for University of Laval Masters Scholarships
- To be eligible for the scholarship, you must have submitted a complete application package at Université Laval in a qualified first master’s program and you must have been accepted in this program.
- Each candidate should make sure they are registered full time for the first two semesters in the program of study for which the scholarship was granted.
- You must be a foreign student who is a citizen of an African or European country other than France.
- You must have graduated from a public university approved by the ministry of higher education in your country of origin. For private institutions, qualification is determined when the file is reviewed.
How to Apply for University of Laval Masters Scholarships
There is no form to complete for master’s level scholarships. Applicants are selected by using information from admission applications received by Université Laval. To be recognized, you must submit a complete application for admission to the University no later than the deadline of the target semester.
