What is the Punjab Bikes Scheme?
The Punjab Bikes Scheme is an education-friendly initiative of the Government of Punjab implemented in collaboration with the Bank of Punjab and supported through the Punjab Information Technology Board. Its purpose is to help eligible students obtain a petrol or electric bike for transport to and from their educational institution.
The scheme should not be described as a government-employee e-bike programme. The official portal identifies regular students of HEC-recognized degree colleges and universities as the relevant applicant group.
Who may apply?
The official portal lists the following broad conditions:
- The applicant must be over 18 years old.
- The applicant must be a regular student of a degree college or university recognized by HEC.
- The applicant must hold a valid motorcycle learner’s permit or driving licence.
- The student’s bona-fide status is verified by the educational institution.
- The scheme’s allocation, campus-city, domicile, quota, and financial-scrutiny rules apply to the relevant phase.

The first-phase information on the portal states that e-bike applicants may be studying in campuses in Lahore, Rawalpindi, Faisalabad, Multan, or Bahawalpur. How to apply through the official portal

- Register online and enter the requested student, institution, identity, and licence information.
- Choose an available bike model from the official catalogue if the application window permits selection.
- Submit the application online. The official FAQ says applications are not submitted by hand at an office.
- Complete any institution verification, e-balloting, guarantor, or bank documentation requested after submission.
Do not pay an agent to “guarantee” selection. Use only the official portal and keep a copy of the application reference and submitted documents.
Financing, equity, and bank scrutiny
The Punjab portal describes an interest-free financing structure administered with the Bank of Punjab. It states that financing is capped according to the bike type and that the applicant may need to pay an equity contribution. The portal also describes government relief toward the equity requirement and payment of mark-up under the published scheme structure.
The exact repayment plan is prepared for a successful applicant by the Bank of Punjab. A co-borrower or guarantor may be required because many student applicants do not have independent income. The bank may review repayment capacity, credit history, identity, income, and regulatory checks. An application can therefore be declined after e-balloting if the required financial scrutiny is not satisfactory.

The official FAQ says an applicant may apply for either an electric bike or a petrol bike, not both at the same time. A driving licence or learner’s permit is required for female and male applicants. Because phase rules may be revised, check the current notice rather than assuming that an old restriction or quota still applies.
